These CTG (Core Technology Group) and PMC (Product Management Center) groups are primarily involved in researching and developing new equipment.  These groups participate in the design phase as new equipment and future projects are developed.  Then during the refinement phase, they work to improve or upgrade the design.  The engineer must complete design and product reviews and ensure that the new equipment is qualified according to industry standards.  The engineer must interpret these standards and apply them to the new equipment.
